Project of Interchange, Cooperation and Business Creation for Nikkei Farmers of South America 2021 (Ministry of Agriculture, Forestry and Fisheries)


Background and Objectives of this Project

 Currently, about 2.1 million Japanese descendants live in Latin American countries. In recent years, the representation of the Nikkei society has been transferred from the second generation (Nisei) to the third generation (Sansei). Although the identity of the descendants has been diluted over time and with this concern to weaken the bonds of solidarity between peoples, there is a great interest in young descendants in the technological areas and advanced industries of Japan.
 On the other hand, mainly Brazil, where about 1.9 million descendants reside, is a major producer of cereals and very important for Japan in terms of the import of food. Therefore, it is necessary to build an even better partnership between these two countries, mainly in Japan's food security.
 For this reason, this project is designed to provide opportunities for Japanese nationals and their related organizations, as well as related persons and organizations, etc. (hereinafter referred to as "Japanese farmers, etc."), who are engaged in agriculture and food industry in Brazil, Argentina, Paraguay, Bolivia, Peru, Colombia, Mexico, Dominican Republic, Uruguay, and other Latin American countries that have concluded migration agreements with Japan, to participate in this project. In addition to the above, we will also promote cooperation and exchange between Japan and other countries. The purpose of this project is to promote and strengthen cooperation and exchange between Japan and Nikkei and their related organizations, as well as their related persons and organizations, etc. In addition, through this, the export of Japan's agricultural, forestry, fisheries, and food products shall be promoted, and at the same time, through the construction of a food value chain (FVC) in Central and South America utilizing Japan's technology and know-how in the fields of agriculture, forestry, fisheries, and food industry, the development of Japan's food industry in Latin America shall be promoted, with the aim of acquiring overseas demand.
 In addition, the following activities will be conducted for these Japanese farmers: (1) Strengthening cooperation and exchange between Japan and Nikkei farmers; (2) Strengthening mutual cooperation among Japanese farmers; (3) Conducting training and seminars for Nikkei farmers in the field of agriculture and food industry, and disseminating related information; (4) Contributing to business creation and exchange between Japanese companies and Nikkei farmers (5) Efforts to support the advancement of Japanese companies in the fields of agriculture and food industry from the perspective of contributing to the establishment of a food value chain (FVC) in Latin America; and (6) Support the expansion of Japanese companies in the fields of agriculture and food industry in Latin America through research, seminars, information dissemination, and other efforts that contribute to the promotion of exports of Japanese agricultural, forestry, fishery, and food products. The purpose of this project is to create business in Latin America for Japanese companies in the agricultural and food industry sectors, strengthen cooperative exchanges with Nikkei farmers, and promote the export of Japanese agricultural, forestry, fishery, and food products and foodstuffs.

Basic Policy

  1. Promote exchanges between Nikkei farmers and others in Latin America
  2. Create good examples of business, and continue and establish collaboration between Japan and Latin America
  3. Strengthen public relations of this project conducted by Japan, and thereby promote exchanges between Nikkei farmers and government agencies in Latin America
